Rohingya strategy committee formed under Prime Minister Tarique Rahman’s leadership

The Bangladesh government has formed an 11-member national committee headed by Prime Minister Tarique Rahman to develop a comprehensive national strategy for the speedy and sustainable repatriation of Rohingya refugees and strengthen coordination among the ministries, security agencies and government bodies involved in the process.

The Cabinet Division announced the formation of the “National Committee for Formulating a National Strategy on the Rohingya Issue” through a notification issued on Sunday.

Committee to Set Repatriation Priorities

According to the notification, the committee will identify priorities on major issues related to Rohingya repatriation and oversee coordination among relevant ministries, law enforcement agencies and intelligence organisations.

The committee will also define the responsibilities and operational jurisdictions of the agencies dealing with Rohingya-related security, humanitarian and repatriation matters.

Prime Minister Tarique Rahman will chair the committee.

The Home Affairs Minister, Foreign Affairs Minister, Adviser to the Ministry of Finance and Planning, and Adviser to the Ministry of Defence and Armed Forces Division will serve as members.

Senior Security Officials Included

The Principal Staff Officer of the Armed Forces Division has been appointed chief coordinator of the committee, while the Director General of the Directorate General of Forces Intelligence, or DGFI, will serve as member secretary.

Other members include the:

  • Inspector General of Police;
  • Director General of National Security Intelligence;
  • Director General of Border Guard Bangladesh; and
  • Director General of the Bangladesh Coast Guard.

The Refugee Relief and Repatriation Commissioner and five senior officials, including the Additional Inspector General of Police of the Special Branch, have been assigned to assist the committee.

Special Taskforce to Submit Strategy Within 90 Days

A special taskforce will be established under the direct supervision of the chief coordinator to prepare a comprehensive national strategy for the speedy and sustainable repatriation of the Rohingya.

The taskforce has been instructed to complete the strategy and submit it to the national committee within three months, or 90 days.

The notification said the strategy would focus on strengthening inter-agency coordination, identifying repatriation priorities and clarifying the responsibilities of law enforcement and intelligence agencies involved in Rohingya-related operations.

DGFI to Provide Administrative Support

The DGFI will provide the committee with the necessary personnel, infrastructure and secretarial support, according to the notification.

However, the committee may transfer those responsibilities to another intelligence or law enforcement agency if required, in accordance with its decisions and directives from the prime minister.

The committee may also co-opt the heads of military or civilian law enforcement agencies, subject-matter experts or other suitable individuals as temporary members when necessary.

Repatriation Remains Central to Bangladesh’s Rohingya Policy

Bangladesh has repeatedly called for the safe, voluntary, dignified and sustainable return of Rohingya refugees to their homes in Myanmar.

The formation of the high-level committee signals an effort to centralise government planning and improve coordination among the political, diplomatic, security and administrative institutions involved in the Rohingya response.

However, any sustainable repatriation process will depend on the creation of safe and rights-based conditions in Myanmar’s Rakhine State, including legal recognition, freedom of movement and effective protection for returning Rohingya communities.
